Balanced Literacy and Title One

The Malden Reading Program encompasses a comprehensive and balanced approach to the teaching and learning of reading. It integrates the Five Essential Components of effective reading instruction, namely: Phonemic awareness, Phonics, Fluency, Vocabulary, and Comprehension all of which the National Reading Panel Report (National Institute of Child Health and Human Development, NICHD 2000), clearly addresses. These five critical areas and established criteria for implementation are incorporated in the federal act, No Child Left Behind, that requires:

  • Reading programs and materials are scientifically based.

  • Instruction is systematic, meaning that skills and concepts are taught in a planned, logically progressive sequence.

  • Instruction is explicit, meaning that teachers state clearly what is being taught and models effectively.

    In compliance with the above, Malden utilizes scientifically based research programs, approaches, and materials that provide systematic, direct, and explicit instruction to ensure that students continually progress along the literacy continuum. The major materials and approaches are the Scott Foresman Reading Street series with numerous resources, Project Read, Trade Books, Guided Reading Books, and a variety of related materials.

    Title I

    Title I is the largest federally funded education program. It provides funds to states each year. In order to obtain these funds, each state must submit a plan describing: standards that all students must meet and the means to measure student progress. State Educational Agencies send the funds to school districts based on the number of low-income families within the districts. The school district, Malden School System, then calculates which schools are eligible according to the percentage of low-income families per school. The Title I staff identifies those students most in need of educational support mainly in reading and mathematics. The staff develops and implements programs that reinforce and add to regular classroom instruction. Parent involvement is essential to the process.
